Whether you "need a plugin" depends entirely on which model you pick — so here's the difference.

The installed-plugin model

A copier plugin (often packaged as an Expert Advisor) runs inside the MetaTrader terminal on a machine. You install it, attach it, and leave the terminal open for copying to happen. That means:

You install and update software on every machine running it.
The terminal has to stay open and online — so copying stops if the PC sleeps, reboots or drops its connection.
To keep it always-on, people rent a VPS to run the terminal 24/7.

It works, but the upkeep — the install, the always-on machine — is the price.

The cloud / gateway model

A cloud copier doesn't run inside your terminal at all. It connects to your account through the broker gateway and repeats your trades from hosted infrastructure.
